Yes, unfortunately unless you have a long lens you wont get any good shots from either Tikaboo or the Powerlines Overlook. Tikaboo is 26 miles, and the Powerlines about 24 miles from the base. For viewing you need at least 10x50, better 20x50 binocs. Yes, it was clearly a B-2, the shape is very distinct. When I said 'abrupt' I meant that relative to the size of the bird. Not anything like what a fighter could do. I am not sure what the purpose of these flights was, perhaps they were testing electronic countermeasure equipment on it. There is an awful lot of radar equipment near the Rachel Back Gate, which is fairly close to where I saw the B2. And it has been suggested that at least some of it is Russian made.
