Tracks centered to the west of Utah Lake? 45 miles due west of Utah lake is Dugway Proving Ground (bio and chem weapons facility for the US military) ... and Michael AAF, which had its runway expanded to 11,000 feet back in 2009. Rumors were it was being used as a potential recovery site for the X-37, but I never saw anything official about why they had nearly doubled the length of a practically unused runway.
