Another unmarked white bus

On one of my routine visits to the Las Vegas Janet terminal I noticed this unmarked white bus parked in the back corner of the parking lot.
It is a Blue Bird LTC "Luxury Touring Coach". A sign at the door says "For official use only". Government license plate "99B01527".
Has anyone seen this bus there or anywhere else?

Due to the holiday the terminal was closed, and all Janets were parked on the tarmac.
