A lot of airfields have 'Director towers' which are mobile units placed at the threshold of an active runway for the 'Flight Director' to see and control what is going on.
They are the ones that also 'fire flares' when an aircraft is coming in with no radio, the flares (red and green) signalling a 'land or wave off-go around'.

FD Units in the UK are RED and WHITE chequered trucks with the 'tower-like' control unit on top. It is placed at the 'main' active runway and not the subsidaries (secondaries)...it will change position when the wind changes direction (i.e to the other side of the runway)
