Las Vegas is a weird town as far as the sidewalks go! The hotels on the strip seem to own the majority of sidewalks adjacent to their resorts. On a number of occasions I've seen TV news stories about union pickets being forced to move off of what appears to be a public sidewalk. I'd suggest doing a bit of research at the Government Center before standing your ground.
