This is RadarScope the free version. Its one of the more popular weather radar apps. I've never seen so many spikes like this before. But they are caused by other reasons too. When the archived data is available
I'll try to do some rendering that will better show where the spikes cross. At 2:27 and 2:29 both Vegas and Cedar City have spikes. Im curious if a 3D render will show them intersecting.
Archived data will hopefully be available tomorrow evening.
