No commercial flight would be allowed to get that close to Edwards or any AFB for that matter. All bases have a restricted airspace...I've heard of the NTS range being open to commercial flights on Sundays and stuff....but thats about it..even those are really rare. Here is a map of the restricted area around Edwards http://r2508.edwards.af.mil/ You might have miss understood..or maybe the news people screwed up....I'm sure the plane was out of Edwards or was being tested at Edwards....
