Nice catch. Building 170 is the recreational complex of the base, including the bar "Sam's Place". Between 2016 and 2019 the tennis court north of the building was removed. There were some sun shelters, probably for outside seating, in the area you pointed out. They were removed between 2019 and 2022. In the 2/2022 GE image you can see what looks like a very early stage of the new construction that you pointed out. Due to its location I would guess it will be part of the recreational complex.
