Such a shelter makes sense. It gets very cold up here at night and wind can also be an issue. If they need to prep the aircraft for night flights I am sure the crew will appreciate the shelter. But the question remains: Why not use the new hangar just to the south? The consensus seems to be, as you suggest, that they wanted it to be seen to send a message.

I am assuming you are referring to the manned fighter jet component of the NGAD program?
