In 2011, Arcadia Publishing released a book on Area 51 in which the author wrote (on page 100) that, "The base population grew to include approximately 500 military and civilian DoD personnel and nearly 2,000 contractors."

I'm sure these numbers fluctuate, but they are probably reasonably accurate. Not everybody needs to remain on base all the time.
