Good question. By my rough estimates the 30 dorm buildings can house up to 2,000 personnel, assuming dorm sized rooms and double occupancy. That is a lot, and probably well more than is normally used! While I am sure there is a military presence, many of the people staying on base are civilians working on the various projects, maintenance personnel, administration etc. In fact workers are paid a bonus for staying on base to save transportation cost on the Janets. Keep in mind, the Janet parking lot in Vegas can hold well over 1,500 cars and is usually pretty packed during the week. Quite a few cars stay over night...
