I second that. To be honest there is no way of really knowing if anyone(s) has open access to everything. They sure aren't going to tell you. My experience has been that the guys who know the most play like they know the least. The joke about NSA is that they won't tell you the time of day for fear of giving away state secrets. I believe that when you reach the top level of clearances they become very specialized or maybe a better word is compartmentalized but I never got that high so that's just my opinion. I do recall having to get different clearances for different projects. Definately need to know basis.
