POTUS is cleared on almost everything that concerns foreign policy. Back in the seventies the budgets for black projects were controled by the NSA. One of the biggest security breaches in my department was to mix up Navy, Army, CIA, FBI Air Force, etc. projects. In one of our buildings someone on the second floor would design a black box to do something. It would be shipped to a dummy company which would then put their stickers on it and ship it back to the first floor of the same building. No one would know that the end product was designed and built in the same building. Everything was on a Need-To-Know basis. We were ordered to stop calling them "Black Projects" in the seventies. My best guess is that there are very few people cleared on all special projects.
