As OldThudMan has briefly stated, congress has ordered all USAF installations in the CONUS to use NOT security forces but Department of the Air Force "Guards/Police". The only difference is the patch they wear. Same uniform. All in all they are simply Federal Police officers for the Department of Defense. Now this new regulation most likely applies to Groom Lake since Groom is technically an Air Force Installation. Maybe it would explain why they have been more aggressive lately on public land. USAF Plant 42 is all Federal Police now except for Plant 10 which is Lockheed and Lockheed have their own security. Also what seems a bit strange is Creech AFB has their own Security Forces now which is the 799 ABG but there seems to be no official trace of the 799th. For those who don't know before the activation of the 799th the 99th security forces sq from Nellis was also the SF at Creech.

"Congress issued a mandate that all Air Force bases discontinue security contracts by the end of September. Fortunately, the continuity that civilian security guards provide will not go away. Department of the Air Force police will replace contracted guards and work side by side with security forces."
