There are several sites, such as opencarry.org and carryconcealed.net that outline the laws state by state. I have called the Nevada State Police to clarify the laws for each city and county. As they may have changed I would suggest keeping up to date. Open carry is allowed on BLM land. If your belt holster is covered by a shirt it would be considered concealed. I use a shoulder holster outside the outer garment. Gregos is correct that the items we carry when we are lurking can make you a target. I have seen Mountain Lion prints in the snow on Tempiute. Critters are everywhere; the two legged ones are most dangerous.
