They dont avoid built up areas, as they fly right over loads of towns and cities when in the UK which is often.

They are treated as just normal aircraft, like the Transports and VIP aircraft.

The SKYKING message to TACAMO is obviously of Top Priority and if it was to the TACAMO (IF) then it would of broadcast that Skyking to a Submarine, perhaps via VLF.

The E4B also receives skyking messages, as does RC-135 and other aircraft such as MC130 special forces operations.
Skyking do Not answer are the most important messages that are broadcast over HF, the only thing that can interupt them is emergencies (in-flight).
These EAM's were generally for use during time of Nuclear War and were the coded authority to launch missiles from SSBN's.
They are now used for practice launches and top priority messaging of which the second or third party usually takes effect without any hesitations. (second party is usually a relay station depending where they are)

Travis is just a stop over point for operations in the Pacific, just like Mildenhall is a stop over for operations in the eastern north atlantic.

Callsigns for atlantic ops are usually SHADOW and RAZZ for the front end, and backend callsigns are changed each day, sometimes changed during missions also. They are also weird callsigns for example LETLOOSE or whatever they choose on the day.
