You would probably need to go to the Russian company that owns 'Spin 2', or whoever the American company is that owns the private satellite that has a 1-meter capability. I would imagine they would charge you a hell of a lot more than $2,000 to modify the orbit of one of their birds to make a pass on Groom, especially considering the flack they might get from the Air Force for doing so. Yes, it is legal to do it, but it may not be politically expedient to do it at a time that does not suit the Air Force. Magoo
