The road out to the VOR is kind of ambiguous. There is a sign on the fence, along which you drive for a few hundred yards, saying no trespassing. It was not immediately obvious to me whether it referred to the area inside the fence, or included the road.
Not sure if it would be worth shutting off a transmitter to save a few bucks. Perhaps they performed extended maintenance. But I never saw any activity by the VOR.
