I've had my run-in's with Base Camp security as well.
They put up a good front, but they don't have a leg to stand on. Everything outside the base fence, including the road to the VOR, is on public land. And the base itself is bisected by a public road. So security's bark is worse than their bite.

BTW, I forgot about the below ground nuclear test near Fallon. So I stand corrected with my comment about Faultless being the only non-test site test in Nevada.
