The Radar gear around the gates are for both Green Flag and Red Flag.
Dont forget Red Flag isnt just air-air, there are ground attacks too, which feature a large part of the exercise.(blue forces)
The large radar seen at the gate is a Longtrack system, soviet made.

Most of the attacks in Red and Green flag go on in Range 74 and also for the Radar acquision targets and other threat simulators to do with Green flag type warfare are mostly located around the ranges of Tolicha Peak and Site-4.
The gear around the gates at the border are there for 'a threat at the IP and EP' to make it more realistic for the pilots on the bomb runs.
Running into the their primary target is as real as it gets, they encounter mobile/semi mobile threats(the ones at the gates) as they ingress into the target area (over the 70 series Ranges) and they will encounter the same for egressing.
These are primarily targets for the SEAD package, clearing the way into the target area for the strike package.
There should always be those sites at the Cedar and Back gates....for that purpose. Except during Green Flag it used to go on steroids, the area was full of Mobile SAMs and AAA.

As for Green Flag, they will be incorporating more of that style of warfare into the Red Flag and Maple Flag exercises(Maple flag at Cold Lake, Alberta) and they will also be doing a more limited type at Frisian Flag, held in Holland and over the North Sea.
