It's the Crash/Rescue Training Area. You don't necessarily have to set the training article (C-130 fuselage) on fire for the exercise. There used to be a Crash Pit, where the base firefighters actually did set fires and put them out. That was located at approximately 37.236896, -115.820382 and has since been remediated along with the infamous burn trenches.
