Excavation that doesn't require removal -- Mass is mass is mass. That mass that gets scraped up when digging has to go somewhere. Perhaps a small amount can be left behind for re-use (shoring up, vitrification, whatever) but the rest has to be removed, and we can't turn soil and rock into vapor for dispersal. An existing cave system -- That is somewhat plausible. It would be problematic in that ensuring that every part of a cave system is geologically stable (sufficiently so to be repurposed) and resilient to kinetic shocks. That is the province of a geologist and probably a physicist, so speculation won't be useful.
