In what sense, sorry? The unveiling or the entire programme? Given the project has been on the cards since 2015 time, with it named a year later, and various bits of concept art released - they can't not have a public reveal when it's been in the public domain for so long. If it's the latter, you have to be seen to be doing something to update and replace what you have, and show off the 'advanced' tech at your disposal. I say 'advanced' in quotes as it's a pretty safe bet to assume that there are other aircraft out there which are more advanced than they are happy to let on, which are very much black. And unless a mishap occurs -i.e. stealth blackhawk - will stay that way.
