The article mentions a partnership with Australia and using their infrastructure for initial tests. For tests in the U.S. my money would be on the Pacific ranges around San Nicholas Island. Even the huge restricted airspace of the NTTR would probably not be sufficient for a meaningful hypersonic vehicle test.
