They need to stay out of airspace that is not part of the exercise. The JANET flights still fly during Red Flag and Tower and Approach control at Groom Lake can't have dogfighting jets haphazardly getting in the way. It's the same issue when Red Flag players accidently go completely outside the NTTR. They wind up in airspace controlled by LA or Salt Lake Center. It's all about safety and ultimately responsibility if there is a mid air collision.
