Don’t underestimate your enemies: the Russians and Chinese have excellent satellite photo’s of area 51, in very, very high optical resolution including IR, radiowave and electronic signal interception.

I’m also sure they have a pretty good idea about current ongoing projects there. So I believe the US government isn’t too bothered if high resolution pictures of the base came out.
