That hangar wasn't under construction, it was actually damaged a few years ago and never fully repaired. This is them now finally demolishing it. As for what was inside it, if not damaged beyond repair, it may have been housed somewhere else on the base. It could also have served enough of it's purpose as a demonstrator that repairing / replacing it wasn't deemed necessary. As for Gabe, he may well be working / too busy to have made any flights of late.
