When I was stationed at Nellis and worked in the ATC Tower I asked this question when I first got there and the answer I got from the guys who'd been there long before me was that it would interfere with the base flying such as the weapons school and the flags throughout the year. As it was the Thunderbirds would interfere a bit but it wasn't as a big a deal to delay them or adjust their schedule to work around the other flying. Janets seem to be pretty critical on their departure times. There was an airline called Key airlines that apparently flew out of Nellis back in the day before Janet.
