Not sure why you would see the bomber test force consolidation as a bad thing. The original 420th FLTS was stood up for developmental and operational testing (DT/OT) of a brand new platform, the B-2. After the B-2 became operational, it made sense to inactivate the 420th. The 419th FLTS is responsible for sustainment of legacy fleets (B-52/B-1/B-2). The reconstituted 420th FLTS will be responsible for DT/OT of a brand new platform, the B-21. It's the cycle of life for the bomber life cycle.
