Not a good idea. I worked on the B2 when it was black and the change from high altitude to low altitude penetrator cost us two years and who knows how much money.... That was driven by a requirements change they say and you can't argue too much with that. Using the B21 as a testbed for a new software approach is INSANE. A little known secret is many of us at Edwards felt that the System Program Office (SPO) was out of control; to us SPO = Stupid People from Ohio.... It really wasn't the SPO's fault on the B2 for the requirement change - it was DOD or AF probably. In this case the change probably isn't the SPO's fault either as they still see a**holes above them as they look up the organizational tree... Some things never change...
