Although the USSR doesn't exist anymore. Russia has made a Low Observable fighter in the Mig 1.42 although I doubt it'll ever enter service.

The Chinese J-10 prototype as Hal mentioned, is rumoured to be having difficulty in it's development and flight testing. It also uses a Russian radar and Russian engines. It's avionics are based on Pakistani F-16A's. So I wouldn't worry too much about how advanced it actually is.

Stealth isn't as much a secret as it once was. I think if BAE Systems was given enough money in development, then they could produce a low observable aircraft. Not much point with the F-35 on the horizon though.
