What I see in the pics is not exactly a "paved" road as we would call it on any city street or highway. I see what is known as "hot top"........a combination of crushed stone that is then mixed and oversprayed with a tar/oil combination which is seriously compacted with rollers. It's not a paved road. It's not a gravel road. It is firmly in between. The addition of oil and stone that is then compacted and sprayed over provides for a stronger base of material and then adds a water-shedding layer on top. It is clearly better than dusty gravel road but it will also rut-out, wear, and need more attention as serious or heavy traffic of any kind move over it. A big improvement no doubt. An indication that prime movers are going to regularly be moving heavy loads over it or that something "big" is up? No.
