Just adding as I look at the pics again.

The GLR road past the warning signs isn't that significantly different physically than that outside of the borders minus the tar/oil coat.

It doesn't look like they actually added much base rock material to this part of the road before applying the tar/oil topping and compacting. Maybe they did in other areas, but it's not obvious here.

As for the Cammies being aggressive down from the lookout hill. Any application of oil/tar and compaction would seriously improve the grip when compared with the plain gravel surface.

Actual serious "paving" of the areas would require digging up the roadbed, reconditioning it, applying steel reinforcement with anchors, and then an actual application of asphalt or concrete which would seriously change the look and layout of the road site.

That hasn't happened here. Just a little extra rock in some places with a quick tar application over the top and some packing to reduce dust and make the ride a little more comfortable.....
