Yeah, that's what I was thinking too. Just like the big chemical rocket that NASA sent up today, it's like the white world is running with a 20-30 year anchor around it's leg. Does one group orchestrate how these white-world projects mesh with black projects in a strategic way? If so, who does this? I read through DARPA's 2010 RFP publication and found it very interesting. They're very interested in devices that "perch and stare" and even included references to "unconventional propulsion".
