Top secret black world technology stays top secret. So it is not available for use in white world. This is done to keep the technology and capabilities secret. DARPA may become secret. There are agencies that control the secret documents, technologies, and assets with the mission of keeping them held at a designated level of security. At the highest levels of secrecy they not only keep these secrets from the public they also keep secret information from other branches of the military and government. This is why the stealth blimp remains mythical.
