As Gregos said, what you found is Tonopah Test Range, known as TTR. It is managed by Sandia National Laboratories, and controls most of the activities in the surrounding electronics gear test ranges. TTR was founded in the 1950's as a base for ballistic missile tests. It was used for tactical evaluation of the then-classified Stealth Fighter in the 1980's, and in recent years has become an important Electronics Combat Range. One of the big projects there right now is tactical evaluation of UAVs and new strategies to emply them in combat. TTR can be seen from Hwy 6. The best view spots are Mt. Diablo just east of the main gate, and (better but more remote) Brainwash Butte.
