Not necessarily. It could also be a manufacturing facility of some sort. Maybe it's an extension of Lockheed Martin's Advanced Development Programs and Air Force Materiel Command's Plant 42 in Palmdale (aka Skunk Works). Perhaps constructing a Black Project at the Ranch so as to circumvent transport of the completed project to the location for testing. Just build it there and test it there. With all the internet chat about what goes on in the Antelope Valley this could have been in the works for years and is just now coming to light. It could also be an entire move of the facility. Thud
