While your theory is probably correct, I think that article by Paul McGinnis is very old. Paul sort of fell off the Internet in the late 1990's after doing some very impressive investigating into black budget expenditures. What you linked to was the sort of stuff he did, but often much more detailed. He turned up some amazing stuff in public buget documents and other public records.
