Check out the Tikaboo Map in our Maps section (see the attached link). It has detailed directions, as well as GPS coordinates. A GPS receiver is definitely a handy tool out there, and you can find them fairly inexpensive on ebay.
I recommend the southern access road. You can drive up to Badger Spring with any car. From there on you need a 4WD with high clearence. Or you can just park there and hike the rest. The trail markers are not very obvious, but the GPS coordinates should help.
The climb is moderately challenging, but the view is worth it. Please feel free to ask if you have further questions.
