The 'silo' effect is a lens flare in the image. You can see similar ones at the main part of the base, such as on the Janet 737 taxing toward the hangers. The object causing the flare would have to be very reflective, such as a white car parked on the side of the road. We'll never know because the brightness washes out all the detail.
