I have walked up and down one of these which was built by Marconi in the 80s for radar tests at the ex-RAF base at Rivenhall in Essex, in the southeastern UK. It's a four-pole RF emitter (which would make it a "phased array" by any definition of the term) and the concrete tracks are there to allow the test article to be placed in known locations; notice the 1:2:4 proportionality of their layout from the phase-null position of the array. The white object at the north side is almost certainly a 40ft cargo container, which is what they usually build the electronics operations suite into - you can even see the aircon plant on the back side of it.

I have to say I don't really get the fascination with this place - it's a test range for military technology they need to keep quiet. I think they're probably entitled to do that...
