This Rivenhall radar site is run by either Marconi or BAE, depending on the hit you believe in google. I found one IEEE paper mentioning an L-band test, so your frequency guess was right on the money. Maybe they were testing radar signatures for long rang radar, something like Pavepaws in the US.

Other than radar testing, this could be part of an IFF or transponder test, though I can't believe they would need to beam such signals.

The link has photos of the base, but not the radar test site.
