The very last road before Rachel is back gate road, which I know from your trip report that you explored. The only road in the area you would want to explore is the road to Bald Mountain. The cammo dudes will be forced to drive out there and watch you. There is a video camera there that has a motorized mount that will track you. For mile markers, I think Bald Mountain is at 13.5. Regarding safety, I suggest having plenty of water in your vehicle. I keep a case of bottled water in the back, plus canned water for putting out fires. You need a cellphone with analog for the high desert. In addition, a mag mount antenna really helps. I can get cell phone coverage at the power lines. I'm not 100% sure, but I believe I got coverage at the end of Groom Lake Road.
