One possibility for the flight on the east side of Tikaboo was to see if any vehicles were using the road that leads down to the Tikaboo Valley, which eventually reaches a border point. I've noticed that when the chopper visits you at Bald Mountain, it always makes a pass nearby to see if there are other around.

One posibility for the flight is the chopper was a decoy to distract you from watching the base at that moment. They could also be there just to check out your optical equipment, i.e. see if you have spotting scope with camera attached.

There is always the question as to how they know anyone is up there. When Joerg climbed Badger Mt., he didn't find any cameras, so we know they don't snoop from the point. A camera on Bald Mountain would be big enough to spot since the remote control camera can be seen. Maybe they snoop from Papoose Mountain.
