Boeing's leadership and management issues have pertained to the 737 MAX, Starliner, and 777X. However, those issues have not affected joint production of the V-22 with Bell or Boeing's production of the MH-139, so there probably won't be leadership and/or management issues if USAF awards Boeing the NGAD contract.
