With all due respect to the SFA webmaster, that portion of the web site is a bit misleading. The Blue Streak teams were at PS-22 (Groom Lake), PS-66 (TTR), and wherever else they needed to be deployed to support the F-117A. You can see the PS-66 team posing with the Wile E. Coyote emblem in a photo on page 118 of "Images of America: Tonopah Test Range." According to Patrick Allen Blazek, author of "Nighthawks: Insider's Guide to the Heraldry and Insignia of the F-117A Stealth Fighter," Blue Streak had initially collocated with the Flight Test organization [at PS-22] and later established a second field service organization at PS-66. After the F-117A was declassified, PS-77 (the Mod Center at AF Plant 42, Palmdale) got its own unique emblem.
