Tall King (Nato code name)is an early warning Radar that operates in A-band (range 600 km\372 mi, 2-6 RPM, maximum search altitude 46 km\150,000 ft). IT's a Russian Radar that is used with SA-5 missles. If this is what it is then it would probably be used for testing F-117 stealth capabilities. I think Iraq had these.
