That dry lake is surround by contraves, radar, etc, if you dig up the 1993 EIR and check the map. It is probably a safe bet they do the drop tests over that lake. The road at the bottom is Edwards Freeway. There is a road there that leads to the "hard target", which I presume is a slab of cement. It's the small round target just beneath the dry lake. There is a DU (depleted uranium) storage site nearby (or at least 12 years ago when the map was made).

Since the TTR isn't a secret, there are plenty of public documents that can be found on google.
