I am not aware of any restrictions for open carrying on BLM land in NV. Perhaps BobM has more info on this?
Ever since my first encounter with a cat I carry a .357 when I am hiking. I do have a CCW, but mostly to be on the safe side. One cop here in Vegas told me technically carrying your handgun in a belt holster can be interpreted as concealing it, but I don't buy that.

As for ATV's, I am not aware of any permit requirements either. But I don't own one, so I may be wrong. There are a few dirt roads that are off-limits around the Pahranagat Wildlife Refuge (south of Alamo). I am not aware of any restrictions (other than the Area 51 border, of course) in Tikaboo Valley or Sand Spring Valley. There may be restrictions in the NW part of Railroad Valley, because of the Wild Horse Range.
