I think the visibility of the TTR leads to programs where that is not a factor. For instance, flying over the real S4 with some experimental radar or sigint/elint. Or they could be testing experimental engines using ordinary aircraft, much like N747GE does at Mojave. I don't think the days will return when something is based at the TTR like the F117a, but you never know.

One possibility for the TTR to Groom Lake flights is shuttling politicians around. The timing would be right.
